I read it as rods in use... all other rods rigged but not in use are fine left in the rack.

When I go pier fishing I usually bring 8 rods in my fishing trolley but only use 2 to 4 depending on the species I'm targeting.

Fish around the oyster leases bream and tailor always around there. Also catch small mullet in a trap the local tackle store has them and fish the live mullet on the bottom there's some big flathead in there not to mention jewies.

There was a servo in Newport Melbourne near the power station that sold live bait from fresh water to bass yabbies, I'm not sure if it's still there been a while I was down that way.
