A lot of local councils do have facilities to dispose of them for free. Even the cheapskate Brimbank council has a depot allow residents to drop off ... free of charge.

I don't think you will get any kayak hire that is totally decked out for fishing. They normally only hire out out of box (unmodified and without any add-ons like Fish finder or Rod holder).
