Try using lightly weighted creature style plastics, you'll have to cast it literally in front of a feeding fish.
Ive also caught them on white paddle tails in eildon when they were skimming scum off the top and feeding on it

Yeah, you can even actively chase them and fish for them

Carp will absolutely eat a plastic and run with it

Great for livebaiting, but not for sustained responsive lure work

Lots of carp in there.
Burley up first, find some of the larger pools, toss out a couple of cans of creamed corn.

Bites can be just subtle line movements. Keep an eye out and strike
