i have been going to mornington pier quite a bit over the last 3 months. Went down last night and caught a couple of undersized pinkies, biggest was about 25cm and the other was like 15cm. Was using paternoster rig with 2/0 circle hooks and calamari strips. i saw someone on the end of the pier catch...

caught a 25cm redfin in lilydale late last year.
There are HEAPS in Rowville lakes, was getting about 5-6 chasing my SP's and Rapala's last time i tried, Warmer months seem to fair much better though ofc.

any time really but usually summer/autumn for salt water and winter/spring for fresh. but then again i find the redfin are better in summer anyway.

id give pretty much anywhere a go on the outgoing tide. Have you tried fishing plastics? wading/walking the beaches of port phillip bay have been successful for some.

nice little lure there, i got a similar one but i think mines a kmart special version. could try putting some new hooks on? that made a big difference to my Rapala's for trout fishing, hardly any more drop off's and the hooks were less damaging to the fish than the stock VMC Trebles. Anyway goodluck...
