Mornington pier, Portarlington, Somers/Balnarring, there's heaps.
Get the AFN landbased guide book from a tackle shop, good info there.

St Kilda pier and williamstown Beach or even Altona beach, I caught plenty nice kgw off these beaches in the last 3 months. Be sure to have the right set up and bait. My best bait has been squid strip's bought from the servo but they're happy to take pilchards too on occasions

Mornington hasn’t fired yet give it another 2-3weeks I’d say rye pier is going good best baits fresh squid that you catch yourself off the pier fish a patternoster with a red bead before the hook and run strips but only small ones they only have small mouths also at night is better

Re: landbased whiting
Without giving away the exact location I was snorkeling some shallow reef the other day in mornington area and on the edge of reef where it met sand. 15m from shore I spotted a school of 100-150 whiting. Most in the 25-28 range with a few stonkers mixed in.
Right next to a packed beach.
Don't be afraid to try broken ground from the shore. Saves putting yourself on a pier with a bunch of peanuts.
