Boats don't have a VIN. Cars do. If your boat was manufactured by a commercial Australian boat builder then I'd should have a compliance plate with all the details on it (including some sort of individual hull ID) attached around the transom usually. If you can't find it then call the manufacturer and ask them where it is located. Many older boats and boats built by individuals won't have one at all. You can try explaining this to them (painful) or just provide the hull registration number and see if that works.
Or even just etch a random number into the transom as an identifier and give them that.

You can't register the finance to the boat as there is no VIN or Chasis number usually. The best option is to register the finance to the trailer.

vicroads will have some sort of identification, ring them up and sk for it

I had a boat from the early 90's that didn't have one. I stamped a random number into to the top of the aluminum transom and gave the Rego office that number. No stress, no fuss. Same goes for trailers.
Sometimes you can ask the Rego office what they have on record and it may help too.

Thanks everyone. It doesn't have one as it is a 1994 model 560f. I have to get one anyone know how I go about this. The only reason I have to do this is because I have sold the boat to a bloke who needed finance. (I didn't ask at the time) I took a deposit and know the finance company won't release the funds until I get the boat issued with a hin number and have that put onto the rego.... Vic roads won't help me either.
