How many rods per person in saltwater

So i am new to saltwater fishing and i am just wondering how many rods can you use? I think its 3 or 4 but im not sure so can you guys assure me please.

4 is the number in salt water 2 in fresh water

There may be things you didn't realise were breaking the rules and fisheries may not be forgiving if they catch you doing them.

Knowing were the estuary boundaries are is important too. Identifying the wide rane of species that can be caught is important too so that you dont fall foul is size and bag limits.

guys i have a poster that tells you all of the fish you catch in port and western port. Even before i had it i asked people that is fishing next to me if your allowed to take say a whiting and they would check if its size or not. I only fish with 2 rods because just recently i heard you can use more in saltwater. So now i will use 3. I dont kill toadfish or puffers. I dont kill anything accept mullet for gummy bait. So i am pretty sure i was following the rules!
