Launch from beach car next to the jetty. It fills up on weekends and holidays so best early. Easy access to water any tide drops off into deepish channel quickly. Just watch the boat coming from the ramp. The channel runs out to the markers, with shallow banks either side. Cut across and fish on these towards the top of the tide, at low tide they are a bit shallow for fishing. The one on the right you will bottom out. You can fish anywhere along these or their outer drop offs. No real current issues to worry about.

if you head up the river there's a bit more flow and can be weedy, but here is bream up there

7-8m is a fair way out for a new kayaker at altona or cambells cove. Wouldn't be a tide issue, just wind. If you want deep water close in then go to williamstown and use newport anglers boat ramp. I would avoid the apex launch unless around high tide, as you can end up with a nasty weedy drag back if you get the tides wrong. Its a bit more silted up than it used to be.

At millers road the reef is to the left and also to the right between launch and pier

Nothing wrong with trying the river itself, does hold bream.
There is a ramp South of the river mouth accessed from the freeway, I think. I can't remember the area's name, I know "bowl" has launched from there. A Good whiting area.
If you want some freshwater fishing try
Above the Werribee Weir (Historic Park)
The Bungies hole at Chirnside Park, small ramp at the Angling club
Cheers Gra
Kirk's Point is the South of river mouth ramp

I went out to about a depth of 7-8m when i took the kayak out in Altona, which was pretty far out, I didn't have my pedal drive yet as they had sent my kayak without the pedal drive unit and it was a pretty hard slog coming back in against the tide. It was a successful trip though with a few flathead for dinner. I always felt safe and like i could make it back, just was a bit tired after the 40 minute paddle back. The pedal drive should make that a lot easier for next time.

Blackmagic whiting snatcher paternoster, it has 1/0 circle hook, good for all varieties. Whiting pinkie flathead.

I usually use about 2/0 for flathead and pinkies in the altona area and 5/0 for gummys and snapper. If you have some spare time it is great to pre-tie some rigs and keep them in zip lock bags that will be easy to tie on so if you get busted off or happen upon a school but don’t have the right sized hook on it’s a very quick change over to the right rig before you lose the school or they go off the bite. I’ll attach a photo of a rig I make, tie the leader onto the swivel, clip a swivel sinker on the bottom and your set.
