To me looks like a siene shot for whiting looking at the mesh size but they got snapper . If so it happens.

No trawling in corner only. It's a siene net. Usually used in very shallow water. They wouldn't have quota for that quantity of snapper, so would need to purchase quota from another quota holder.

Far as I can determine, 88 tonne quota divided between all commercial fishing in Victorian waters. So if they catch them , then they negotiate a price per kg , with someone who has quota not yet caught. The quota seller is then recorded at having used their quota and can't catch any.
It's complicated, but it means the overall catch can't exceed the overall quota
