Reefs or near fish schools is where they tend to be found. Having small mouths, small baits are the go. They can shy away from wire though, similar to schoolies. Make sure its nylon coated for this reason at least. As Brett mentioned, they hit livies with their tails to stun them, then come back and eat them...providing they don't get hooked in the tail first. A livey or slab bait, or a half doz pillies is what I'd use for bait...along with plenty of burley.
The sharks in the bay at present are simply following the schools of fish (eg. Snapper, pilchards, etc) into the bay.
