No they aren't, it's written in the regulations, in black and white.

Yes as a fisher person they do.
Mmmm .... well not always...

Here is an excerpt from the regulations. A person is exempt if he or she is ...

Á member of a traditional owner group fishing within an area subject to a natural resource agreement relevant to that traditional owner group.'

This means if you don't qualify for the above and aboriginal person does need a licence.
I have aboriginal ancestry and have to possess a licence, here in Victoria and everywhere else in Australia.
The no license myth compliments the cheap home loan rates one

Here it is, for Victoria,
You will not need a licence to fish if you are:

under 18 years of age;70 years of age or over;.

or a holder of a:

Victorian Seniors Card or interstate equivalent;Veterans' Affairs Pensioner Card;Veterans' Affairs Repatriation Health Card coded (TPI)Commonwealth Pensioner Concession Card coded either (DSP), (DSP Blind), (AGE), (AGE Blind) or (CAR)Or a member of a traditional owner group fishing within an area subject to a natural resource agreement relevant to that traditional owner group.

Ordinary HealthCare Card, PPS (Parenting Payment Single) and Newstart benefit cards, as well as Senior Discount and/or business cards do not afford an exemption to requiring an RFL

Sorry, but you missed a piece of the regs Jaybird02. For the sake of completeness here is the full text of the exemption section of the regs.
