Have you tried Gem pier? Usually there's always some bream and flathead.

Hey deeply on bright sunny days early morning and late evening prob the best or during the day fish straight down near the pylons or under the pier if possible

Just unlucky.
Like fishnut said, fish early morning sunrise or sunset, it can make a big difference. Fishing one hour during this time has more chance of catching fish than fishing longer hours during mid blue sky day.
If they're picky, small bait on a smal hook with light or even unweighted is the go.
Or use small plastic like zman grub 2in and light jighead.
