Just wondering, with fish that is caught undersized, if you were caught by fisheries do you tell them its for Bait? (Just trying to distinguish the difference by catching legal size fish and fish being used for bait)

All fish caught were legal size as I don't keep anything under sized (limit)
And mackerel have no size limit
