You cannot keep any fish under the legal limit regardless of what you do with it. You can only keep and use bait that is of legal size. only legal sized fish can be used as bait. Undersized is UNDERSIZED, no questions asked, throw them back. It's still an offense to keep undersized fish for bait.

Skuxliss - yeah if fisheries come get ya, they'll be checking legal limits and size limits no matter what the fish is for . So always have a ruler ready etc
