Same same every forum. 95 % lurkers. Some lurk to gain info, some are too intimidated to post after having seen other newbies get torn a new freckle (haven't seen that here), some think they have nothing to contribute while others get all excited about their new sport and have every intention of contributing but either never do or the novelty wears off after a while.
The only way to change that is to have membership by referral / invitation only or perhaps cancel members who have not posted in say, 12 months. The risk then is that a clique mentality forms and or the forum loses it's diversity. Neither option is particularly palatable. As for the classifieds simply apply a minimum post count before they can post a "for sale". Plenty of others have done this.
