Would definitely be an eagle ray... in close and those sharp runs and turns. The rays flaps hitting the line feel like head shakes.

I've only ever caught one eagle ray, was a little fella with about a 2' wing span, caught off the Werribee South breakwall... But boy it was hard to stop! In fact I couldn't stop it! Luckily it headed straight towards the beach and then headed back towards me, by which time it had tired and I was able to get a good look at him before letting him go.
