In the bay from frankston to portsea I have had one donut session in the last 10 or so when spinning for salmon.

I had a poke around mordi beach walking north from the pier for a few horus the other night and other than snags and frustrated got nothing.

I've cast from Black Rock carpark a few times for the same result.

Was fishing off Blairgowrie marina pier late last week and the guys around me were having some success on soft plastics. Between 3 of them, they managed a couple of dozen all around the 45cm mark. I managed to bag 4 off Sorrento pier day before with smallest at 38cm, largest 46cm.
