I've always thought it was odd fencing off shore based fishing areas for "security reasons", but leaving access from the water unfenced! I guess the bad guys don't have boats (or kayaks?). Anyway, I like the idea of crowd funding reefs, too. Why not? I suspect this would be better handled by a state managed policy over fishing in the bay more generally though (a bit like the new legislation being created to cover development and management along the whole Yarra River corridor).

As for the cost - I hadn't thought that far ahead. I would think that $50 million would buy quite an impressive pier structure, though.

If you are serious about this you need to look into the recreational fishing grants and maybe the Boating Facilities grants. These are funded by Licences and registration. Most Jetties and foreshore comes under either the local council or Dwelp.
There's nothing . . . absolutely nothing . . . half so much worth doing as simply messing around in boats.

Good luck, but I dare say even the most daring of person to tackle such a thing will end up with a steaming pile of **** in their hands for nothing.

Who is funding the associated infrastructure like parking, toilets etc? Who is tackling the greenies? because nothing will get past them, especially if the ees isn't 100% sound.

Nice idea, no where near possible in this day and age
