2) Because your bait is clipped behind the sinker it's not helicoptering about in the air and being pulled off the hook. Your bait arrives intact and in better condition.
3) The rig is designed so that when you hook a fish your sinker is pulled upwards and above the fish. Less chance of your sinker snagging on rocks etc.
When I tie my rigs i prefer to use an impact clip (IMP) rather than an impact shield. They work well and less fiddly to construct.

You only really need the pulley rig if you are fishing rough ground. Any form of clipped down rig will give you better casting distance.

It's not essential but the rig will perform better by using a pulley bead in as much as it provides a degree of separation between the sinker trace and the hook trace.
I have made up a rig using a plain swivel but by doing this the hook trace is sometimes prone to twisting around the sinker trace. This doesn't happen very often when using a pulley bead.
