I got a decent pinkie at the Warmies yesterday, around 4pm (low tide was about 5pm), using pippies on a paternoster. He swallow the hook about 60 seconds before a container ship went by! It was all happening.

Always be prepared when ships go by at the warmies, if they're around the movement in the water seems to trigger them to bite.

I reckon that's true in any water. I always remember fishing around lakes Entrance as a kid, and whenever the bite was really quiet I noticed that I'd usually get a bite shortly after a boat had passed.
When I fished Queenscliff a few weeks back things were very quiet, then a boat came into the harbour and waddayaknow, next cast bam! Nice trevally. It obviously won't always guarantee a bite, but from my experiences I've noticed I get bites shortly after there's been some boat activity nearby.
