I had a similar boat a few years back with a 60hp on the back. A 40hp is too small for a boat that size with 3-4 people on board and gear as well and I haven't heard much about the Vortex motors but I would be hesitant taking the risk.

I wouldn’t take it for 10k, just because of the motor. Firstly 40hp is too small and secondly Vortex? Yeah nah.

The Vortex are nothing more than a Chamaha, a Chinese Yamaha copy of the 40hp CV 2 cylinder 2 stroke model. Telwater were the distributors of Vortex motors purely as a budget boat, motor, trailer package direct from the manufacturer. The 435 Bay Cruiser is only rated to a 120kg 50hp engine so the 40hp isn't underpowered by any stretch. $13k for a now defunct motor brand on a bare bones boat is a bit rich
