Hi all, so I rang up vicroads today to get a clearer understanding and this is what they said.

The boat is pretty much straight forward you just need to fill in the form for a new registration and pay the fees and they cancel the interstate rego and issue you the new vic rego.

For the trailer anything less than 750 ATM you just fill in the new vehicle registration paperwork and hand in the old interstate plates and they cancel them and issue you with vic plates.

Anything over 750 ATM up to 4500 doesn't need a roadworthy but needs to be inspected by them. They check that the vin number is stamped on the draw bar and matches the compliance plate, as well as all lights, reflectors, tyres and mud guards are in good working order then you just do the paperwork hand in the old plates so they cancel the rego and they issue the new vic rego.
