Evaporative coolers have many limitations.
Because you are asking I am guessing the house is new to you?
If so, then previous owners may have turned the water off to the roof (recommended when not in use to save evaporation)
So make sure the water is getting to the unit (will have a ball float valve like on a dunny)
If water is getting there, next thing to check is the water pump, these often fail.
With water in the tray, does the water pump and dribble onto the mats?
Also make sure you have enough water getting to to tops of the mats.
If that's all ok, then only item remaining is mats need replacing.
Now with all that said, remember an evap cooler will not work on humid days.
I live in Alice Springs and for 99% of summer, an evap cooler is the best thing invented.
But when it rains, they are a terrible thing to have.
