Yup, Penn Prevail is good, I heard Veritas is also good.
Otherwise, go Seabass or Sensor, a bit pricey though.
Length wise, the longer the better as you can avoid the rock ledges and able to lift before hook/sinker gets snagged. But also means heavier. This is when good rod and reel comes in, as they are usually light.

Rod class and reel size depend on what fish you after I guess.
I did few rock fishing in the past for aussie salmon around Lorne, such as artillery rocks. 12ft 10kg rod for bait with 4000 reel and 9ft 9kg rod for lures.

Hahaha...maybe, maybe not! Is that the 10-24kg model? There are many in the range. Depends what you are doing/chasing I guess. For kingies something like that should be fine.
I probably should have added I will more than likely be fishing with a bait suspended under a balloon, does this have much effect on choice of rod? Wouldn't need to be as long as a surf rod id imagine?
Can't see it being a problem man. If anything it will provide you better leverage if hooked up to help stop the buggers rubbing you off on the rocks when you get them in close.

if you find the prevail to long check out the Gomoku surf gsu-902gp 8-12kg 30-80grams a good rod and well priced
