I say nah without a way of scales since i highly doubt that a whiting rod would handle 15kg.

Edit: i just looked at my shakespear wild series whiting rod and its a 1 to 4kg rod that means that fish would be over its limit by 11 to 14kg's easly snapping a carbon rod.

Considering in SA that their whiting are much bigger than in Victoria well in excess of 50cm so they are probably fishing 5kg outfits at least so a 15kg fish would not be that difficult to land from a boat with no snags around.

It may be possible to land a fish like that on whiting gear, but if that fish weighs 15kg then it has eaten at least 7kg of lead.
