You could try contesting it in court and arguing that the magistrate has no authority to enforce the fine because he/she did not swear the oath of office to the queen.

Slim to none then. This extract from VFAs website on fishing licences clearly says holders of what cards are and aren't exempt.
Victorian Seniors Card or interstate equivalent;
Veterans' Affairs Pensioner Card;
Veterans' Affairs Repatriation Health Card coded (TPI)
Commonwealth Pensioner Concession Card coded either (DSP), (DSP Blind), (AGE), (AGE Blind) or (CAR)
Or a member of a traditional owner group fishing within an area subject to a natural resource agreement relevant to that traditional owner group.
Ordinary HealthCare Card, PPS (Parenting Payment Single) and Newstart benefit cards, as well as Senior Discount and/or business cards do not afford an exemption to requiring an RFL.[\quote]

Ok thanks the fisherie officer said if you purchase a license now on line then the supervisor may waiver the fine as i explained to her that I have a health care card and thought that it was accepted.
What I'll do is write them a letter and see how it goes I'll keep you boys posted wishes luck

Waiver is unlikely but it's worth a try. Do not pay the fine first. Refunds are impossible.
