Yeah catch and release on a handline with bait is difficult, but the fish aren't safe for consumption and if he eats them he'll probably get sick. I have caught gars from all 3 of those piers you mentioned mate
Mordialloc is another very good one for lb gars.
Choose a nice calm day and take burley and silverfish for bait.
