Im assuming your landbased? If so find any spot which has sandy bottom with grass beds which can you can cast into 2-7m. If your fishing during the day you should be able to spot sand holes quite easily. If youre fishing at night you can afford to fish shallower as they will move into less than a foot of water under darkness. Mornington pier shallows, casting on the LHS is a decent spot. The RHS just after the squid boat is also good as the bottom is not too snaggy. Also the small jetty where the charter boats are moored to is ok. Fish the end casting towards the 2 pylons which stick out of the water. Ive also caught them there casting towards the main pier. Good baits are peeled prawn, pippi, bass yabbies, sandworm, freshly caught shrimp, fresh squid and pilchard fillet(for bigger ones usually).
When I got time,
I wet a line cos Im a junkie,
been fishin since a kid,
I like it cos it numbs me..

I'm fishing from a boat, so can you fish around there with a boat?

Yes you can fish around there in a boat.

A number of fishing guru's say that where you can catch squid, there should also be whiting as both frequent the same areas of weed and sand.

I have seen schools of whiting in the shallows near the pier early in the morning.
