Anyone that's ever fished it by boat or kayak upstream of crown has or has been very bloody close to being hit or run over by rowers. Usually followed by ample abuse for being in their way. The same rowers who don't use the 2 body organs evolution gave them to see where they're going as they're rowing backwards and refuse to use mirrors. The same group largely made up of elite private schools like Wesley, St Kevin's, Melbourne Girls etc and their alumni. The same group who face next to no change from the proposed rules, and were no doubt fully informed a month ago about the now closed public consultation period.

There's only 1 group wholly affected by the proposals and that's us....

The rule affects all watercraft. So the rowers will also be in trouble from what I'm reading.
The only reason they will get away is because they go in a straight line. So not stopping, going sideways or drifting really.
I'd say the many altercations between fishing craft and rowers probably had a lot to do with these new proposed rules.
They knew they wouldnt stand a chance hence why the sneaky consultation period.

This is actually a very serious issue for CBD fishos and isn't taken lightly. The so called "Consultation Period" came and went in a way, such that other river users had no chance to respond within the allocated time. It will prevent the use of fishing craft being able to fish anywhere around, or near any structure. The new rules basically say you cant stop on the Yarra river within 70 mtrs of a structure/bridge, which is where the fish are.

The next target will obviously be the Maribyrnong River if the new rules get a look in. Both rivers are primary sources of Bream and Mulloway fishing locally.

Not that I know of. As far as I know, we all only found out about it on Friday...two days after the cutoff time! VRFish are right on it at the moment, communicating with Maritime Safety and Parks Vic.
