Let it sink while keeping a tight line, watch the line till it goes slack when it hit the bottom and then give it a double hop, tighten you line up and repeat back your feet, if you feel a good hit, lift your rod sharply to set the hook, if you miss the hook set, let your plastic sink back down and continue working it, they will often come back.

You can play around with the retrieve a bit, making it slow, fast, agressive, subtle etc depending on your target or the behaviour of the fish that day but thats the general jist of it :)
