Snapper from Pier

I was launching at 0600 this mornin and I noticed a guy I know parked in the bays with his boat on
He was fishing with about 5 others on the end of the boat ramp pier at St Leonards.
I went for a fish and came back after getting the whiting about 2.5 hours later -He was still there and caught 4 snapper up the 4kg in 1m dirty water
He never even put his boat in the water.
All times of the day and night people are catching snapper off the little pier

Yeah, both the pier and the boat ramp have been packed the past fortnight, saw one good snapper caught off St Leonards Pier last night 5:30-7:30.
