Bait crabs from the shore in PPB

Is it legal to take crabs off the shore from the Yarra or Maribyrnong? Also what about shrimp from Patterson RIver? I've heard and seen people doing it and I want to as well because I know how good crabs and live shrimp are for bream but thought there's a rule against taking anything inside the intertidal zone in Port Phillip Bay. Just want to check.

From the vfa website:
"From the intertidal zone in Port Phillip Bay you may only collect marine worms, burrowing shrimp, squid, octopus and cuttlefish."

I did that few times til I met a fisho and got told that's its not allowed. Something like only more than 2 meter of water is allowed.

Yeah I've been looking for another spot with small crabs. I think western port and anything facing bass strait is ok.

I think you can pump yabbies from PPB though
