What crap sp?

Hi all, anyone know what type of crab this is and restrictions for catching/keeping? It was off the beach at Sandy as by catch on the surf rod. A decent size, but let em go.

Maybe a rock crab or a sand crab

Looks like sand crab.
Sand crab has two black dots on the back. Towards the rear.
Does it have the dots?
If it's a sand crab, you can eat. Not bad eating too.

Sebbs correct sand crab... When I go surf fishing I prefer eating these guys to Salmon ! ... when I get enough of them !
