Does this apply only to the rivers and estuaries? i.e. Would this same advice apply to bay fish?

I would think that the bays have a large water exchange with each tide. They are pretty clean except for after a big rain event.
There's nothing . . . absolutely nothing . . . half so much worth doing as simply messing around in boats.
