Adventured on the PPB Ferry today from Docklands to Portarlington during these gale winds.
Standard course was adjusted due to the winds, which peaked at 70km+ /hr within the trip.
Felt like a washing machine, definitely experienced some airtime and wouldn't rate in these conditons.

Was driving along Altona foreshore around 1pm saw a boat around 6m long heading out,was very rough

It was wild, and conditions detreated once they went to cross from the Geelong route to the Port route as it was more exposed.
It was pushing side on into the gale wind and had the vessel rocking from all directions, constant irregular movements combined with changes in speed, the rain pouring down with salt spray covering the second story windows.
The 36m vessel handled it well, but rough is an understatement!
