A silver lining

Found out today that the "elite" parkies for MCC (afternoon shift) are not booking GREEN signs.
These people normally average between 30 & 60 tickets a day.
The most they're booking is 4 per day, with some getting nil.
Take this as a guide only, there is always a "killer".
The city would be pretty dead anyway, I think
