What's the rule passing a police car travelling below the speed limit without lights on

Double check you are travelling the actual speed limit and drive on as normal. Assuming you can legally pass...

I did a wheelie past a slow moving unmarked police car once (thought it was cooler than using my horn).... would not suggest doing that

Sometimes they're driving slow because they're on the lookout for someone or something in that area.

If in multilanes then why not - just make sure you zoom past them within the speed limit.
For single lane situation, would love to flick the indicator and over them within legal speed limit but more likely to be more hesitant in doing so - just in case their lights and siren are activated. More concerned about them getting you for other issues with your vehicle than the actual act of overtaking them.
Remind me of a situation where an unmarked police car was egging on someone i knew to drag race them along Princes Hwy. Bait was taken and the result was a speeding fine.

I personally have overtaken numerous slow moving police cars.
On boundary rd Nth Melbourne, I overtook 10 cars following a police car doing 40kph, pasted the housing commission flats.
Always made sure it was legal to overtake & I was not speeding.

Make sure you change gears so the blow off valve goes off as you’re right next to them.
