I'm with 4litres.
You can get second hand old hobie models for around $1500. Be much nicer, safer, stable, etc.
I had $700 kayak, sold it after few use and bought native watercraft Slayer10.

as said a sub $600 good bay fishing kayak may be hard to find and if you are looking at pedal craft even harder but quite often good second hand yaks come up

however there are quite a few paddle craft that will be closer to your budget and don't think for a moment that you need a pedal craft to catch fish

I for one don't use a pedal boat and am on my third kayak over a 10 year period all have been a paddle type kayak
Ian ( 4litres ) has both pedal and paddle fishing kayaks

if you do look at a paddle craft for the bays look for at least 3.6 meter long vessel and 4 or longer even better you will quite often find good second hand suitable kayaks with sounders and paddle sub $ 1000 and closer to your budget
My kayak PBs
Gummy shark 128 Cm - Elephant fish 85 Cm - Snapper 91 Cm - KG Whiting 49 Cm - Flathead 55 Cm - Garfish 47 Cm - Silver Trevally 40 Cm - Long Tail Tuna 86 Cm - snook 64 Cm - Couta 71 Cm - Sth Calamari 44 Cm hood - Cobia 117 cm
