Agree with the guys above.
If it's beach/pier general purpose and you only want the one, any of those combos would do. Spool it with 30lb.
You can also use it for salmon spinning (like me), though many prefer around 9ft.
I used to have a nice spot for whiting and the surf rod went well there too (had 30lb on the spool but lighter rig), so you can get away with the one.
Have caught gummies with 30lb braid on the reel and a 50lb-60lb trace.
I started out looking for the general purpose setup years ago too and now have 9 rods and more reels than that
Although a few of those are spares for mates/family.
Now this is just my experience as I learned along the way (and still have much to learn), but when I got into fishing more and more I realised that my general purpose 9 footer was great for the pier chasing whiting and pinkies, good for casting metal slugs at salmon and tailor, not so good for squidding, terrible for SP and couldn't cut it on the beaches chasing the bigger fish.
Next I picked up a 7ft squidding setup which became useful for whiting too and later, SP fishing for flathead.
After that, it was a 13ft 8-20kg surf rod with a 8000 reel which let me chase bigger snapper, gummies and could handle the occasional banjos and rays. I take this one salmon spinning too, which could be overkill but I love how it casts.
I now have 2 surf setups (may as well put 2 in the water while you're there), a couple of light bream/SP setups (1-3kg or so), a 7ft squidding setup, a 9ft (old trusty) and some boat combos (for occasional tinny hire since most of the others were too long or light).
I don't hit the piers much anymore so the 9 footer barely gets used.
Really depends on where you're fishing as well as what you're chasing but the surf combo should do well.
The 2 combos you mentioned are pretty similar. The gear bowl mentioned is better.

thanks, everyone for your help especially bowl I think i will get the silastar and the pen with 30 pd braid and some stronger and lighter leaders to hopefully catch some whiting, snaps and gummies

im going to anaconda tommorow. what weight sinkers should i use for the surf rod so i can get some of those to?

Generally Kmart have cheap sinkers.

Frankston and Mornington but i want to be able to cast far out near the artificial reef at Frankston and the reef at Mornington.

got 750 the python was in stock but there was an identical one exactly the same but under a different name for 50 so got that instead with the penn real and spooled with 30 pd mono looks good cant wait to try it.
