That's why it's very rewarding if you catch one. Because it's hard to catch.
But then again, I saw an old man caught a mulloway on a stinking pilchard with $40 rod and rusty reel. They are so hard to predict.
I've hooked mulloway on live bait, cranka crab, even small chicken piece!
There were times I got one heavy rod with big bait etc and the mulloway decided to take a piece of prawn intended for bream.
So you just gotta try and spend the hours.
One thing I'm pretty confident in, they like slack water.

I remember a time I went out of my way to get fresh squid with a mate, we got some and got to our spot and baited up a rod each with the fresh squid.
