If you go burley with some chook pellets and bread soaked in tuna oil and some sea water, mix well and use sparingly just to keep them around don't over feed.

I might be over complicating things, but I'm envisioning a square ... rectangle? frame made with 15mm PVC pipes. Said pipes could be filled with a bit of sand or water to provide stability. Or a rectangular prism, even, with the camera sitting in the middle. Small sections of pool noodle could be attached to the top layer of pipes. This may -- and this is just speculation -- help keep the camera stable on the descent, in a current, etc.
My thinking is somewhat inspired by the SeaPerch, which I've built with some of my students.

I glued a GoPro attachment to the top of a burley cage - gets great results, but I need to find & add a red filter !!

thanks a lot for all the ideas everyone! I think I will try the sinker with a loop knot first, and if that fails, go with either gluing it to the top of a burley cage or build some sort of frame.
You can get red filters off ebay too, but check your GoPro case is compatible. Most filters only work with the official "Super Suit" housing. Unless you use the camera without a case, then there's plenty of those filters too. There's also filters for aftermarket housing, but it's harder to find one that fits.
